The Medicare and Medicaid Populations 

• Medicare is a federal health insurance program that pays for a major portion of health care expenses. It is important for everyone to understand that Medicare becomes the primary health care insurance for people over the age 65 or who may have extended medical conditions

• Medicaid is a program partially funded by federal and state dollars.  This gives states the ability to provide affordable coverage for many residents who qualify and has improved the continuity of care for children

• It is critical to note that the entire health care system in the US has a reimbursement ratio that is determined by the Medicare rates of reimbursement established by the Department of Health and Human Services
   
• Therefore, all financial reimbursement in the hospital systems, primary care practices, and health centers of all types are dependent on the reimbursement values assigned to the codes established by the federal government
   
• The current federal programs are challenged in their ability to continue the current reimbursement model employed by the health care delivery system
